Binary package hint: system-tools-backends

In the user privileges section of setting up a user, one has the option
to "use audio devices". This is not well-worded, as I found out (the
hard way) that this actually means that the user would be able to
EXCLUSIVELY lock the sound device. I added myself as another user on a
co-shared computer with a friend and harmlessly added myself to be able
to use sound only to mess up user switching with sound. Since one would
have a lock on the device, the other couldn't use the sound card (and
pulseaudio flips out).

Please reword this. "Use audio device exclusively" may not be the best
answer, but it is bad to mislabel such a harmless-seeming option.
