@Chris, You reported the bug in the right place, as all bugs should first be reported in Launchpad. On a piece of software like Nautilus, one of the first things that happens is to identify whether the bug is due to Ubuntu packaging or whether it's in the original code from upstream (in this case GNOME). So in effect, Sebastien was saying: "I've had a look, the bug is an upstream one". When this is the case, it then needs to be forwarded upstream. The 'someone' in Sebastien's message is generally a Ubuntu BugSquad member but can be anybody who has a Bugzilla account and feels that he understand the bug enough to forward it. In this case, I did it so there is no need for you to do anything.
As for automating the upstream reporting, this is not done today because it requires a few manual steps in addition to just filing a new bug (in particular, you need to check whether the bug already exists upstream or not). Having said this, Launchpad could probably be extended to help this process but I don't think it can be fully automated.
