Public bug reported:

Binary package hint: gnome-system-tools

This one is probably solvable by just moving the button around a bit,
but in the current design of the Users and Groups dialog the Manage
Groups button is displayed within the context of a bunch of user-
specific information. You have the user name and extended information
selected, some user specific info right above it, and no other
separation.

This is slightly confusing, because when I first saw Manage Groups there
I was expecting it to specifically manage the groups of the active user.
However clicking it instead shows all groups on the system, and not just
ones that user is a member of.
