In 10.10 alpha 2 (with most-recent updates, Totem 2.30.2), the problem is still there. Totem still does not skill the start time parameter; the only good news is that now I can scroll the time bar so I don't have to wait for the time to elapse.
BTW, the option to install the required codec is gone now. Now it says that there is no codec for the "Microsoft Media Server (MMS)" used in the .asx file.
