Public bug reported:

Binary package hint: gnome-panel

it appears to have some problems with following actions:

two panels, one at top, and another at the bottom of the screen.
right click on bottom one, set it to be at the top
now you have two panels one bellow other on top...
now, set on of them auto hide..

system hangs up
panels start to shake at the top of screen, nothing can be done, even normal
shutdown
after restart its getting ever worse - after login cannot start any program
solution:
get into terminal ctrl+alt+F1, reset panel positions, then continue to your
account, and set up panels again
then kill gnome-panel, and re-login
