This has caused two problems on two different notebooks:
1. MSI, when the power plug is removed, acpi reports the event too
quickly and gives bad battery charge status messages until the battery
levels properly stabilize (in about 2 seconds), this causes a notebook
with less than 85% charge to shutdown the moment the A/C plug is
removed, and always presents the user with (OMG! YOUR BATTERY IS ONLY
x.x% charged!!!), which is always wrong.
2. Brand new Dell Studio notebook "Laptop battery is charging" gets
spammed every now and then. incredibly annoying.
Status change reports should be delayed by a few seconds, and rechecked
a few seconds later prior to sending a report out the rest of the
system.
