It's better, but not solved. After I login, the shortcuts seem to work properly.
At the actual login screen, I was unable to determine the relationship between the actual keyboard layout being used and the correct one. I can safely say they didn't match, because even though the language bar said Dvorak, I had to type my password in QWERTY. When I tried to log in as a different user, the keyboard was in Dvorak.
