This very bug has been affecting me as well (and has been annoying enough to me to motivate me to create a launchpad account just to complain). I'm using the Empathy 2.30.2 client that came with my Ubuntu 10.04 install. Like Jan, I've found that the bug doesn't manifest itself all the time, but for me, it seems to be in effect the vast majority of the time.
I'm disappointed that this bug has been closed, since it seems to still be an issue, and an annoying one at that.
