This has nothing to do with upstart (which doesn't even implement
runlevels), it's at most a request for gdm to change the runlevels that
it starts in -- and this is automatically rejected because both Debian
and Ubuntu have discussed this in the past and opted not to

It's simple for you to create such a runlevel, rename the
/etc/rc2.d/S13gdm to K13gdm.  runlevel 2 will now not start X, you can
change /etc/inittab to make the default runlevel to be 3 if you desire
