I can open both of the files attached to this bug, with and without poppler-data installed, on Ubuntu 10.10 "Maverick Meerkat" alpha 3 32bit updated to the same package versions as in comment #6.
I get the following when I open the second file via the terminal: $ evince plot_test.eps (evince:6877): GLib-GObject-WARNING **: specified class size for type `DConfSettingsBackend' is smaller than the parent type's `GSettingsBackend' class size (evince:6877): GLib-CRITICAL **: g_once_init_leave: assertion `initialization_value != 0' failed (evince:6877): GLib-GIO-WARNING **: Tried to register an extension of the type (null) to extension point gsettings-backend. Expected type is GObject. GLib-GIO-Message: Using the 'memory' GSettings backend.
