You have been subscribed to a public bug:

1. Ubuntu 9.10

2. gnome-mouse-properties

3. When having the dwell click enabled, I expect this setting to
function every session.

4. Some sessions the dwell click setting will not function (as if not
enabled).

Rebooting mostly solves this.
Trying to solve the problem by disabling the dwell click setting and  enabling 
again does not work. 
However disabling en re-enabling again often results in a change of skin for 
ubuntu!
