on Karmic (upgraded long ago from Jaunty xubuntu)
I cannot add anything with alacarte, either as a normal user or as root
(sudo alacarte or gksu alacarte)
dpkg -l alacarte
ii alacarte 0.12.4-0ubuntu2
~/.config/menus and ~/.local/share/applications are belonging to me.
