Just for the record, this seems to affect Kubuntu as well. I've had at
least two reports on IRC from people with different languages in
LANGUAGE and LANG, with a half translated system (one in one language
and one in the other).

There are also some people who install Ubuntu in English and then simply
change the the language, and are affected by this. The first place where
they notice is on Firefox, which does not follow LANGUAGE (bug 539761)
and then appears in English.

Due to the number of duplicates, the ease to reproduce it and the
usability impact, would it be possible to raise the importance of this
one?
