When I upgrade from 10.04 to 10.10, the error still appeared. I created a new user, moved over all my documents (but not my preferences) and the error no long occurs. So it appears something corrupted a vital preference but I'm not sure what. The user account that still has the error on my machine still exists if you need further testing.
