Public bug reported:

Binary package hint: metacity

I have a few windows that I regularly set to Always On Visible
Workspace. This works fine, until the window needs to display a pop-up
error dialog, the kind that causes the window's window-list button to
flash, with an "OK" button that you need to click. When this popup
occurs, if the window that spawned it isn't in focus, then when you
click its window-list button to focus the window, it immediately loses
its Always On Visible Workspace status.

This bug has been present for several years at least. I'm not 100%
certain that it's a metacity bug, but I'm pretty sure it's something OS
or WM related, as opposed to a per-app bug. For example it occurs
regularly in both Thunderbird and Google Chrome, among others.
