So, it appears there is now such a configuration tool since Ubuntu 9.10.
Install the gpointing-device-settings. I tested this in several
different systems and in Ubuntu 10.04 and 10.10. Once installed it will
be in System > Preferences > Pointing devices and will let you configure
both your mouse and Synaptics touchpad.
