I can confirm that the same happens when evolution core dumps, too. The
symptoms are as follows:

After restarting Evolution when it had just crashed, the Outbox started
up empty.

When you press Send on a newly written message, Outbox message counter
jumps past one (which would be the expected number): in my case it
showed number six, and by evaluating the contents of Outbox, I saw that
it contained ALL messages I had sent since last time restarting
Evolution, plus the newly written one.

So it seems that when Evolution is finishes its Send/Receive cycle,
somehow it does not flush the true folder state all the way to the file
system. If it then gets closed incorrectly, the new invocation gets the
old state back when Outbox is touched for the first time.
