The issue isn't on an updated Maverick 10.10.
btmp is still listed in gconf-editor /apps/gnome-system-log/logfiles and now 
also in system administration -> log viewer, but permissions have changed:
LANG=C stat /var/log/btmp
  File: `/var/log/btmp'
  Size: 0               Blocks: 0          IO Block: 4096   regular empty file
Access: (0664/-rw-rw-r--)  Uid: (    0/    root)   Gid: (   43/    utmp)
