Confirming on lucid LTS 2.6.32-27-generic-pae #49-Ubuntu SMP Thu Dec 2 00:07:52 UTC 2010 i686 GNU/Linux
I only found out about this problem (default setting ondemand) after enabling CPU freqency monitoring while exploring my system. Behavior should be such that if a SINGLE thread uses > 90 % CPU, frequency should be ramped up. It seems now that the average load on all my 4 cores need to exceed a threshold.
