Public bug reported:

Binary package hint: metacity

Switching from a Unity session to a Metacity session either through GDM
or the command line will create a situation where the app menus do not
appear.

Unless there is a command to type into the terminal, this can only be
fixed with a reboot.

Furthermore, apps that do not follow GTK precisely, like Firefox, are
not affected.
