Binary package hint: gnome-panel

Pressing:  Alt + F1, S   opens the System Menu most of the time. But if
user opens something from the Applications Menu (e.g., Applications >
Ubuntu Software Center) for the rest of the session pressing Alt + F1, S
opens Applications > Sound & Video.

I regularly use Alt + F1, S to get to the System Menu. Alt + F1, S, S
allows me to get to the Shutdown menu window for example. But if I've
used the Applications Menu, then Alt + F1, S, S opens the Sound
Recorder!!!???

2 potential fixes:
1.) allow users to control which menu (i.e., Applications, Places, System) Alt 
+ F1 opens by default

2.) have Alt + F1, S always act the same (even after Applications >
Ubuntu Software Center has been opened).
