I have this problem. Running Ubuntu 10.10 on Dell Inspiron 700m. gnome- power-manager version is at version 2.32.0-0ubuntu1.
dkandz@dkandz-Inspiron-700m:/var/log$ upower -d | grep lid lid-is-closed: yes lid-is-present: yes dkandz@dkandz-Inspiron-700m:/var/log$ (of course, my laptop lid was open) The workaround works, but it would be nice if new Ubuntu users (like myself) did not have to experience the problem, or discover the solution. What can I do to help?
