I've just reviewed the manual for GNOME Power Manager (section
“advanced-preferences-locking”). Apparently “there is a complex locking
scheme available for power users that allows locking policy to change
for the lid, suspend and hibernate actions”.

Perhaps the way to deal with this bug is in the UI for enabling
autologin: if automatic login is enabled, configure GNOME Power Manager
to use advanced locking preferences.
