Binary package hint: nautilus

As described in the nautilus help and also for example here
http://linux.about.com/library/gnome/blgnome6n3a.htm
you can set nautilus to be in browser mode by going to Preferences->Behavior 
and setting 'always open browser windows'.

However:
1. why don't i have the menu item Applications->System Tools?
2. why does the Behavior tab not have the 'always open browser windows' option?

For the moment, i use the command line or a launcher with:
nautilus --no-desktop --browser
to be able to see the tree view on the left, but i don't understand why the 
last time i saw the tree view on the left was before i clicked on the x on 
Places while on nautilus in browser mode.

Same applies to option 'always_use_location_entry', which i would also
like to always be turned on.

How do i set those two options, 'always open browser windows' and
'always_use_location_entry' to be always on?
