I have the same issue -- it first seemed to appear with 10.04, and I've waited a couple of releases to see if it goes away, but I'm now on 11.04 and it remains. I've tried installing uswsusp but that doesn't make a difference. To restate the issue:
When the battery runs critically low and the system hibernates, then, on resume (with the power plugged in, no matter what battery level) the system immediately hibernates again. This happens 3-4 times before the system is finally usable. As suggested, I will try this with the live CD and report back on whether the same issue exists in that situation.
