Confirmed (amd64 Natty, Ubuntu Classic (No effects) mode, Intel 965GM
graphics).
It occurs fairly frequently, but I do not yet have a reproducible way to
trigger it. It can occur on either the top or bottom panel, including
over the menus (in which case using them clears it).
I can't find any duplicate reports of this bug, if anyone does please
label as such.
