This still occurs in 11.04. If one chooses to create a launcher, types "http://www.google.com/"; by the label "Command:", realizes that "Location" should be selected as opposed to "Application" and changes that (at which point, the label "Command:" changes to "Location:"), types some name for the new launcher and creates it, it is created but does not function.
