Ok I've forced it by using gtk_image_menu_item_set_always_show_image
(core: rev 787 & plug-ins: rev 1995).

But for the menus, simply have a look to these two screenshots of Gedit menus:
menus_have_icons = false (by default) =>

I think it's easier to find a menu if there is an image above it. But maybe I'm 
wrong...
@ Sebastien Bacher: Is it useful to open a new bug report here to defend this 
choice?
