/etc/X11/default-display-manager is present on the natty desktop images,
and also on my systems which were upgraded from natty. It's not clear to
me how it got lost in the first place.

I think we can handle this corner case a little more gracefully in gdm.
If /etc/X11/default-display-manager does not exist at all, I think it
should not start up if lightdm is also present.
