actually, this is not just a gdm bug, this is also a gnome-settings- daemon or gnome-applets bug because that's where the keyboard setting application is, on a per-user and per-system basis. For me, whether I try to apply the changes per-user or per-system, same result: USA stays default, and is undeletable. :p
