Public bug reported:

if I open a second tab and work with it in gedit, 
the scroll handler vanishes as soon as I move the mouse pointer over it. I 
can't scroll the window's contents up and down by mouse.

Scroll handler: I mean the top-down arrow pair which appears when I move
the mouse near the vertical orange bar at the right side of the window.
