** Description changed:

Ubuntu always starts up with my chat statuses greyed out as Offline in
the notification area and you cannot change your status. Running Chat
Accounts from the notification area and closing it again enables you to
select Available. Alternatively running Chat from the notification area
or Empathy from the menu enables you to select Available.

This is on a clean install of Ubuntu 11.04.

It seems that the reason for this is that Empathy is actually not
running. I believe that, once the user has set up his chat accounts,
there should be a workflow that adds Empathy to the Start-up
  Applications.

Gwibber is a similar application in many ways, and it suffers no such
  problem.

The following bug seems to contain some discussion of this issue, but is
  reporting a slightly different problem:
  https://bugs.launchpad.net/empathy/+bug/322314

- I have read other reports of requiring dconf, but this was a fresh
- install of 11.04 and libdconf0 0.7.3-ubuntu1 seems to be already
- installed.
+ The following bug is reporting the same problem, but the user was
+ satisfied that he should just add to Start-up Applications:
+
+ I think that one of the problems is that the Ubuntu notification area is
+ designed to integrate with Empathy, this gives the user every reason to
+ believe that Empathy is already running, except it does not work until
+ it is either run manually or added to Start-up Applications.
+
+ This leaves the user pondering why he always has to run Chat before it
+ starts working, and results in bugs being logged like those listed
+ above. I would suggest that this is very much a "papercut" type bug.
+
+ If the user has added chat accounts, then Empathy should be added to
+ start-up applications, as I assume is the case with Gwibber. Or at
+ least given the option, perhaps via a tickbox under the Chat Accounts
+ option.
