Public bug reported: In up to date oneiric running gnome-control-center keyboard, I select "Custom Shortcuts", then + then put "GNOME Terminal" and 'gnome- terminal' in the fields. It tells me to hold down the new keys. I hold down CTRL+ALT+T and nothing happens.
