Public bug reported:

If you go to the GNOME Control Center and start "System Info" there is a
Graphics option. Inside there is an option to "Force fallback mode". I
have been using this to try using Ubuntu 2D, but the option only works
when logging into GNOME Shell. Therefore, to avoid confusion we should
not display this option when not using GNOME Shell. Yes, this is
somewhat advanced but we have a very technical audience and this could
cause a lot of confusion and wasted time.
