Thanks for the response, Seb. I guess the real bug here then is in
populating the dialog box to be more intuitive that an account needs to
be added.

I think this uncovers a design issue in Ubuntu. We now have three
different ways of configuring user accounts:

 * Messaging and VoIP Accounts - Empathy accounts.
 * Online Accounts - Evolution / Empathy.
 * User Accounts - system accounts.

We also have Broadcast Accounts available to be configured in Gwibber,
but this is not exposed in the System Settings and Email can't be
configured outside of apps (e.g. Thunderbird).
