Public bug reported:
The new theme switcher in the appearance panel doesn't seem to play
nicely with the Univeral Access panel, which has the ability to select
high-contrast themes. To reproduce:
1) Go to appearance and select "High contrast inverse"
2) Now go to the Universal Access panel - this still shows "Normal" contrast,
which is a lie.
3) Select "High/Inverse" from the "Contrast" combo box - the theme now changes
to a different one again entirely, and the new theme is much darker (so which
one is meant to be inverse?)
4) Navigate back to Appearance, and the theme switcher now shows that "High
contrast Invere large" is selected
