No need to apologize for submitting a bug report even if you are not sure it is a bug. It's perfectly fine to post a bug if you don't understand the behavior in some respect and suspect it may be due to a bug.
If some of the applications appear in the second language, it might be because the translation into the first language is not complete, and in that case it's correct behavior. You can click the "Help" button from the Language Support window to read more about how it's intended to work. If you after having read that document keep seeing unexpected behavior, I think you need to clarify exactly what behavior you consider to be wrong and what you expected should have happened instead.
