I can confirm this problem with an onboard and an usb sound card. After
every new login, only the onboard card is controlled by "gnome-control-
center sound". I have to manually switch the cards.

$ cat /proc/asound/cards 
 0 [Intel          ]: HDA-Intel - HDA Intel
                      HDA Intel at 0xff87c000 irq 44
 1 [N2             ]: USB-Audio - NuForce µDAC 2
                      NuForce NuForce µDAC 2 at usb-0000:00:1d.0-1.6, full speed
