The xrandr plugin tries to apply each configuration (backup, intended, default) in turn, and takes half a second for each one even when they don't exist. This seems to be because each call to gnome_rr_config_apply_from_filename_with_time does a gnome_rr_screen_refresh. We should fix it to check if there is even a configuration file first, and then skip all of that if there isn't
