Public bug reported:

In the 11.10 beta, which I'm keeping current as updates come through.

gconftool is not sending updates of the gnome background picture file to
gnome.

gconftool -g /desktop/gnome/background/picture_filename - correctly
reports the name of the current background image if it has been changed
using the right-click menu on the desktop. If a different file has been
selected using the command below then that file name is reported even
though the desktop picture hasn't changed.

gconftool -t str -s /desktop/gnome/background/picture_filename
$outputFile - sets the name of the new graphic, which can then be
interrogated by gconftool, but the picture on the desktop doesn't
change.
