[Bug 892531] [NEW] File Roller does not work with Russian archives

Public bug reported:

File Roller does not work with archives, where name of file or folder
doesn't match a eng lang. If file have name, for example, "Устройства",
he prints a "Š®­¤à â쥢". And File Roller writes a message, on unzipping
file from archive - "No files to extract".
