I'd say it's invalid, as: * it refers to the Gnome Control Center (pre-GNOME 3) applications Messaging and Voip accounts applet, which was a shortcut to the dialog accessible from empathy with F4 or Edit->Accounts (which is still entitled Messaging and Voip accounts ) * pre-GNOME3 we also had a System menu in the panel, with Preferences submenu, which had shortcuts to all the control center applets, and also Messaging and Voip accounts, see above * in System Settings (since GNOME3) the number of applets has been reduced, and the panel discussed here is not accessible anymore, only from empathy.
