Public bug reported:

Sometimes (maybe one in three days) double-clicking on a Contact's name doesn't 
start a conversation with them. Neither does right-clicking on their name and 
selecting the Chat menu option (as an aside WLM contacts don't even have a Chat 
menu option).
However if a contact initiaites the conversation I can open the conversation by 
double-clicking the notification balloon and chat with them fine. (although 
this doesn't always work either, bug there is another bug about that)
