Public bug reported:

When listening to vorbis variable bit rate live streams, after some
minutes, I frequently experience dropouts (short periods of silence). It
sounds just like buffer underruns. The banshee GUI displays "Buffering:
0.0%" all the time.

Steps to reproduce:

1. Listen to this live stream (by German radio station "Deutschlandfunk", a 
variable bit rate vorbis stream):
http://www.dradio.de/streaming/dlf_hq_ogg.m3u
2. after some minutes (sooner or later), dropouts occur
