Reproducable since recent compiz updates.
Setup custom window size via ccsm window rules e.g.:
class=Gconf-editor 801x501
Open gconf-editor, navigate through /apps, select any app e.g. /apps/mahjongg, 
edit a value via right click 'edit key-value', the dialog window which opens 
flickers as long as it has mouse focus or resizes to normal when moving the 
mouse a little to the left. (video)
