Reporting of _NET_WORKAREA

- Metacity reports just one (the first) of the multiple regions available
- Compiz returns the bounding rect of the multiple regions available (that
might contain a strut).
Both are wrong (as you can't express multiple available regions in
_NET_WORKAREA) but i find the unity way "less wrong" since the metacity
way negates any available space on some of the monitors completely.
Sam agrees with the compiz way being better
