In theory the gnome-panel of gnome3 should be configureable as is the
gnome-panel of gnome2. Only you have to hold the ALT key as long as you
edit.

On my computers this didn't work, since I always use the touchpad and
always enable the pointer preferences option that disables tapping while
I type: Pressing the alt key seems to disable all mouse keyevents in my
setup. Other apps don't seem to have this problem, though. At least I
never noticed it before.
