Public bug reported:

Start RB on a track 1
Move forward to the next track 2
If the previous button isn't within 2 sec's or so then RB restarts track 2

The expectation of previous means previous track, not the beginning of current
This also  affects all uses of --previous, whether from RB window, sound menu, 
rhythmbox-client & the new quicklists
