Public bug reported:

When attempting to change a keyring's password to the blank password, a
pop-up appears letting the user know their keyring file will be
unencrypted.

The bug is that neither "Cancel" nor "Use Unsafe Storage" can be
clicked. It appears that the keyboard lock is still held by the window
where the user enters in their password. The only way to get control of
the keyboard back is to press the red X in the window decoration to
close the confirmation message box.
