I have tried using Advanced settings, Ubuntu Tweak V0.6, My Unity and Gconf and 
cannot change either the Background color or the Font color.
If I change the GTK theme to, lets say Ambiance then that has a dark font on 
the light background. But who wants Ambiance?
Most other windows  have a Light font on a dark panel, even the sidebar on 
Nautilus.
Other programs like My Unity and the Store use the white font.

Please help!

I've also been searching for a tip I got from OMG Ubuntu about a file
you manually edit and inform GTK which theme to use, but I can't find
this after googling.

11.10 was fine but I do like bleeding on the edge.
